What Is Lead-Based Paint?

If your home was built before 1978, it may contain lead-based paint. It is one of the most widespread environmental hazards in the country's existing housing stock, and a serious concern once paint deteriorates or is disturbed. Lead-based paint was the dominant residential paint product in the United States until the 1970s, when the health effects of lead exposure were fully recognized. The federal government banned it for residential use in 1978.

What Makes Paint 'Lead-Based'

Under federal regulation, paint is classified as lead-based paint if it contains lead at or above 1.0 milligrams per square centimeter (mg/cm²) or 0.5% by weight. This regulatory threshold defines when specific disclosure requirements, work practice standards, and abatement obligations apply. Before the 1950s, paint frequently contained far higher lead concentrations. Some historic paints contained 50% or more lead by weight. Lead was used as a pigment (especially in white and red paints), a drying agent, and a durability enhancer.

Where Lead-Based Paint Is Found

Lead-based paint can be found on any painted surface in pre-1978 buildings: walls, ceilings, trim, doors, windows, porches, and exterior surfaces. Surfaces that experience friction or impact, window sashes, door frames, and stair railings, are especially likely to generate lead dust. Exterior painted surfaces weather and deteriorate over time, creating lead-contaminated soil around the building. Buildings constructed between 1940 and 1978 have the highest likelihood of containing lead-based paint at significant concentrations.

Health Effects of Lead Exposure

Lead is a potent neurotoxin with no known safe level of exposure. Children under six are at greatest risk because their developing nervous systems are highly sensitive.

They are also more likely to ingest lead dust through normal hand-to-mouth behavior. Effects of childhood lead exposure include reduced IQ, learning disabilities, behavioral problems, and developmental delays.

In adults, chronic lead exposure is associated with high blood pressure, kidney damage, and reproductive problems. The primary exposure pathways are ingestion of lead dust or chips and, less commonly, inhalation during renovation or abatement.

Federal Regulatory Framework

The Residential Lead-Based Paint Hazard Reduction Act of 1992 and its implementing regulations establish requirements for disclosure, renovation work practices, and abatement. Sellers of pre-1978 homes must disclose known lead-based paint hazards and provide buyers with an EPA approved information pamphlet. The EPA's Renovation, Repair, and Painting (RRP) Rule requires contractors performing regulated work in pre-1978 homes to be certified and follow lead-safe work practices. Abatement must be performed by EPA certified firms using trained supervisors and workers.

Paint vs. Dust vs. Soil: The Hazard Spectrum

Intact lead-based paint that is not disturbed poses relatively low risk. The greatest hazards come from deteriorating paint (peeling, chipping, chalking), disturbed paint during renovation, and the lead dust and soil contamination that results from both. Testing typically includes both paint testing (to confirm lead content) and dust wipe sampling (to measure the concentration of lead dust on surfaces). Understanding which hazards are present guides the appropriate response.

Common Questions

Does a home built before 1978 always have lead paint?

No. 1978 is the year residential lead paint was banned, not a guarantee that every older home contains it, but the older the house, the higher the odds. Homes built before 1940 are the most likely to have lead paint at high concentrations; between 1940 and 1978 the probability drops but stays significant. Testing is the only way to confirm it for a specific property.

What lead level makes paint 'lead-based'?

The federal threshold is 1.0 milligram per square centimeter (mg/cm²) or 0.5% lead by weight. At or above that level, disclosure rules, RRP work practices, and abatement standards apply; below it the paint is classified as negative. Older paints often ran far higher. Some pre-1950 paints were 50% or more lead by weight.

Is lead paint dangerous if it isn't peeling?

Intact, undisturbed lead paint in good condition is a relatively low immediate risk. The hazard appears when paint deteriorates or is disturbed, peeling, chipping, or sanding during renovation, which releases lead dust.
