The CDC estimates that approximately 24 million housing units nationwide have significant lead-based paint hazards. Understanding where the greatest risks exist, who is most vulnerable, and what actions reduce exposure helps homeowners make informed decisions about testing and remediation.
Who Is Most at Risk
Children under six are the most vulnerable population. They are more likely to ingest lead dust through hand-to-mouth activity. Their bodies absorb a higher percentage of ingested lead than adults. And their developing nervous systems are far more sensitive to lead's toxic effects. Pregnant women are also at elevated risk because lead stored in bone can be mobilized during pregnancy and transferred to the fetus. Adults living in deteriorated housing face chronic low-level exposure from deteriorating paint and dust, which is associated with elevated blood pressure and kidney disease.
Highest-Risk Surfaces
Not all painted surfaces in a pre-1978 home pose equal risk. Surfaces that experience friction, impact, or moisture are most likely to generate lead dust: window channels and sashes (which grind against each other every time a window is opened or closed), door frames and doors, stair railings and balusters, porch floors and handrails, and kitchen and bathroom trim that is exposed to moisture and wear. Deteriorating exterior paint on windowsills and porch surfaces creates lead-contaminated soil around the foundation.
Home Age and Risk Level
Homes built before 1940 are most likely to have the highest lead concentrations; historic paints commonly contained 50% or more lead by weight.
Homes built between 1940 and 1960 have high probability of containing lead-based paint at significant levels. Homes built between 1960 and 1978 have lower but still meaningful probability. Homes built after 1978 generally should not contain lead-based paint.
But they may have been repainted with pre-1978 paint products, or renovated in ways that introduced lead from older layers. Lead testing is the only way to confirm whether lead-based paint is present.
Renovation Dramatically Increases Risk
Intact lead-based paint in good condition poses relatively low risk compared to deteriorating paint or disturbed paint. The single activity most likely to result in elevated lead dust levels is renovation. Sanding, scraping, cutting, and demolishing painted surfaces can generate dust concentrations that contaminate an entire home in a matter of hours. If you are purchasing an older home with plans to renovate, pre-purchase lead testing followed by abatement before renovation begins is the most protective approach.
Reducing Exposure Without Full Abatement
Short of full abatement, several interim measures reduce exposure risk. Regular wet mopping of floors, which captures settled dust rather than resuspending it, significantly reduces lead dust ingestion.
Covering deteriorated painted surfaces with contact paper, paint, or encapsulants prevents ongoing dust generation. Replacing deteriorating windows eliminates one of the highest-risk dust sources.
Minimizing tracked-in soil by placing doormats and having children remove shoes at the door reduces lead soil ingestion. These are interim measures. For families with young children, testing and appropriate remediation remain the most reliable long-term protection.
