Lead Testing Before Renovation

Renovation in older homes and buildings is one of the most common ways lead dust is generated and spread. Sanding, cutting, scraping, and demolishing painted surfaces in pre-1978 buildings can release enormous concentrations of lead dust, far exceeding safe exposure levels, in minutes. Pre-renovation lead testing protects workers, occupants, and neighboring properties by confirming whether lead-based paint is present before work begins.
The Risk of Uncontrolled Lead Dust
In developing the RRP Rule, the EPA documented a clear hazard. Standard renovation work in older homes, done without lead-safe practices, can generate lead dust at concentrations far above its dust-hazard standards. This dust settles on surfaces throughout the home, including kitchen counters, children's play areas, and bedrooms. There it can be ingested for weeks or months after the renovation is complete. Even brief renovation projects can result in elevated blood lead levels in children living in the home.
What the RRP Rule Requires
The EPA's Renovation, Repair, and Painting (RRP) Rule requires certified contractors to either assume lead is present and use lead-safe work practices, or test the materials to be disturbed. If testing confirms that materials do not contain lead-based paint (less than 1.0 mg/cm² or 0.5% by weight), those materials are excluded from RRP requirements. Certified Renovator training and documentation requirements apply when lead-based paint is assumed or confirmed to be present.
Testing to Exclude vs. Confirm
Pre-renovation testing can serve two purposes. The first is confirming that lead-based paint is present, so proper abatement can be scheduled before renovation begins. The second is confirming that it is not present, so renovation can proceed without lead-safe precautions. Testing by an accredited inspector produces results that satisfy the RRP exclusion criteria. Contractor-collected samples cannot be used for exclusion under the rule. An accredited third-party tester must collect and document the samples.
Planning Your Renovation Around Lead
If lead-based paint is found in the project area, you have two options. You can hire an EPA certified renovation contractor who will follow RRP work practices. Or you can hire a licensed abatement contractor to remove the lead-based paint before the renovation contractor begins work.
Abatement before renovation is often preferred for larger projects because it eliminates lead as an ongoing concern. It also allows conventional contractors to work without lead-specific precautions. Testing should be completed two to four weeks before your renovation start date to allow time for abatement if needed.
Post-Renovation Clearance Testing
After renovation work is complete in a lead-hazard area, clearance testing by an accredited clearance examiner is required. It confirms that lead dust has been adequately cleaned up before re-occupancy. Clearance testing involves dust wipe sampling on floors, windowsills, and window wells, the surfaces most likely to accumulate lead dust. Clearance standards are set by regulation and must be met before the area is returned to occupants, particularly when young children will be present.
Common Questions
Should I test for lead before renovating a pre-1978 home?
In most cases, yes. Sanding, cutting, and scraping old paint can produce dangerous lead dust in minutes, and a test either clears the material, letting the job skip lead-safe containment, or confirms it so abatement is scheduled first. The one time testing adds little is when you already plan to treat every surface as lead-positive.
How far ahead of a renovation should lead testing be done?
Aim for two to four weeks before your start date. That leaves time to bring in a licensed abatement contractor if results come back positive, rather than pausing a live project. Clearance testing then follows the work, before anyone moves back in.
Can my contractor collect the lead samples?
Not for an RRP exclusion. To use a clean result to exempt a material from the rule, the samples must be collected and documented by an accredited third-party tester. A contractor's own samples do not qualify. That independence is what keeps the exclusion credible if it is ever questioned.
